We will do this by creating a whole system approach that is innovative, collaborative, ethical and encourages challenges whilst working closely with other government functions and cyber security expertise. To support our work, the Cabinet Office Counter Fraud Centre of Expertise is hoping to recruit Counter Fraud experts and specialists from a range of backgrounds to be part of an innovative Talent hub that will provide challenge and guidance on an ad hoc basis to support the vital work of the Government Counter Fraud Function to help combat Public Sector Fraud.
This role will involve:
Using your expertise in counter fraud to scrutinise the robustness of counter fraud proposals and strategies of major projects and grant schemes, supporting and informing the decisions of Programme Boards through your insights (a few hours per month required); or
Using your specialist knowledge to challenge and develop the way the public sector works to counter fraud by creating specialist guidance papers or seminars on your area of expertise e.g.- AI; procurement; or professional development - to provide the Government with better insight to and help shape the future approach (a few weeks a year required); or
Shaping and delivering counter fraud capability across government by working directly alongside civil servants in the Government Counter Fraud Function Centre of Expertise, so that they might benefit from your insight to shape and deliver new and innovative data analytics pilots (a few months per year).
Members of the talent hub will be offered occasional ad hoc work with varying time scales. Roles are not full-time, you would be considered a flexible workforce, paid by day rates, working to senior grade civil servants on specific roles with clearly defined deliverables. Day rates will range from £300 per day to £500 for individuals with specialist skills for the required roles.

The application of data and analytics- especially in a counter fraud environment
Fraud Risk Assessment
Fraud Investigation and enforcement activity
Learning and professional development -with a particular focus on counter fraud training
The formation and development of legislation and regulation
Financial services and the Financial sector
Procurement and grant making, with particular emphasis of counter fraud activities in commercial and grant processes

The Cabinet Office FEDG Directorate is a growing group of experts for three Government Functions - Counter Fraud, Debt Management and Grants Management. They are recognised leaders in their fields across government, the private sector and the third sector.
The Centre of Expertise for Counter Fraud (CoEx) is also internationally recognised as a world-leader in tackling fraud and corruption in the public sector. The cost of fraud to the government is currently estimated at £29.3bn-£52bn per year. This is likely to grow even further due to increased fiscal schemes and evermore sophisticated frauds. At CoEx, we spearhead the Government's response to fraud by developing innovative policies and initiatives to counter this threat with the mission of funneling real, tangible financial benefits back to the public.
In pursuing this goal, we have a network that spans across both public and private sectors. Suitable candidates will be invited to attend a selection interview early in November, where they will also be asked to undertake an exercise to demonstrate their area of expertise.
