Rural Exception Housing and Statutory Instrument 1997/625

I have come across two different approaches taken by local authorities to the use of Statutory instrument (SI)1997/625 to Rural Exception Housing and wondered whether other authorities could advise me as to which is the correct approach. One only allows rural exception housing within or adjacent to villages designated by the SI, presumably to cover the perpetuity argument. The second uses the statutory instrument to determine which areas are excluded from the normal right to buy privileges conferred under the Housing Act 1996 but allows a more flexible approach to rural exception housing in that sites outside these designated areas can have rural exception housing.
