Has anyone come up with a really effective policy that delivers high quality broadband, including in rural areas?
Is a policy still needed? Part R of the Building Regulations now says "Building work must be carried out so as to ensure that the building is equipped with a high-speed ready in-building physical infrastructure, up to a network termination point for high-speed electronic communications networks."

Thanks Paul. I was perhaps being a bit cryptic. The change to the building regs doesn't actually ensure high quality broadband is delivered. I just wondered whether anybody had come up with an effective planning route. I suspect that Plans might have promotional "motherhood and apple pie" type policies but that little more can be done.
