Section 106 agreement Infrastructre - Public forum - Planning Advisory Service (PAS)

It was my understanding that the Community Levy Regulations 2010 meant that the tariff style of Section 106 agreement used by some authorities to fund infrastructure such as sewers roads etc would not be possible from 2014 as form this date they can no longer be used in relation to infrastructure. I would be grateful for any views on this
