Agricultural Permitted Development Rights

Am interested to know whether anyone feels that the harvesting of moss to use in hanging baskets at a garden centre would fall within the definition of "agriculture". I'm advising on an application submitted under the prior approval procedure for a building that would be used to dry said moss prior to its end use. I see this is a little dated, basically, YES, the cultivation of moss would be allowed where ther licence to remove it was obtained, also in terms of sustainability, a management plan would have to be in place. How did you get on ?
