Windfalls contributing towards housing target

Does anyone have any advice on the latest government position on this? I realise that a couple of years ago government policy was quite clear that windfalls should not be included towards housing targets, particularly in rural districts although there was some justification in metropolitan areas. Does anyone have any recent examples of windfalls being accepted by PINs?

PPS3 was reissued to make amendments to guidance on density and garden land, but the windfall issue was not amended. Therefore, as far as I'm aware, windfalls still can't be included within your housing land supply because PPS3 hasn't been amended to remove that element of the guidance. I suppose the policy position may change if the windfall issue is omitted from the new national planning policy framework but we'll have to wait and see.

A further thought about PPS3. It states in Footnote 31 on Page 19 that windfalls comprise "previously-developed sites that have unexpectedly become available". Now that garden sites are no longer PDL and therefore no longer windfalls, presumably we can include an allowance for garden site development in the first 10 years of land supply if we still believe that this type of site will deliver new housing, even allowing for greater rigour in assessing the suitability of sites.
