Level 2 SFRA How much (roughly) should we budget for?

Maybe this question is a bit of a how long is a piece of string but here is the scenario. We are a Mineral Planning Authority weighing up the options for future nationally important mineral working. All of the spatial options are in Flood Zone 3b, where working would not normally allowed at all (this is not water compatible sand and gravel) . Having weighed up options with the EA we are still considering all of these given the importance of the mineral and the possibility of reducing flood risk overall. We therefore need to do a site specific level 2 SFRA on the 4 options. Usually MPAs are advised to use the District SFRA but they only needed to do only a level 1 and level 2 is not required for them - so it's down to us............ We have no idea how much to budget for. Assuming he raw data is available to us- issue with this at the moment but the new Water Act may help if necessary. How much very roughly should we budget for? I am only looking for a range of figures at present, not exact. We would need to draw up a brief for consultants as we do not have the capability in house for this -any help on this also gladly received.
