Neighbourhood Plans - can we prioritise our help?

Our district has very little development, with 93% in the Green Belt. We have 30 parish councils and many of these have already expressed an interest in producing a neighbourhood plan despite very limited development potential. Ideally we would like to be able to prioritise our assistance to those PCs which are expected to have more development during the plan period, particulary those areas which have housing and employment allocations. I can't find anywhere in the legislation and guidance that says whether LPAs can prioritise its assistance in preparing Neighbourhood Plans. Any ideas? Thanks

Hi Helen, I don't wish this to sound like a dismissive answer, but I think that if there isn't anything to tell you how to do something, you should be able to do it how you like. If you want to prioritise your support to Neighbourhoods, and there's nothing to say you can't, then you can! I think the key would be making it clear to each PC (in your case, or Neighbourhood Forum more generally) what basis you will be making those priority decisions on. As long as this is clear and transparent, then it would reduce the risk of complaint and challenge down the line. If one of those criteria is a demonstrable commitment from the PC, this may encourage them to come with more fully formed and discussed ideas, which would be no bad thing. Just a thought
