When can DM start attaching weight to emerging Local Plan policies? - Public forum - Planning Advisory Service (PAS)

Hi, We are in the process of developing our New Local Plan ( about to go out for our pre-submission consultation with the hope of submitting the plan for examination early next year). I'm getting a few DM officers starting ask when they can start attaching weight to emerging Local Plan policies and refering to them in Decision Notices. Can anyone help on this matter?
