I'm currently working on writing a DM policy about rural economic development. Para 25 of the NPPF states that the .... 'sequential approach should not be applied to applications for small scale rural offices or other small scale rural development.'
I would be interested to know how others have interpretated the term small scale.
Additionally the term 'rural' is open to interpretation. Should the term 'rural' be interpretated to mean anything outside of a defined urban boundary? Or can rural market towns with a defined urban boundary be considered to be rural with respect to para 25 of the NPPF if they are considered to be inextricably linked to the surrouding rural area they serve.
