has anyone advice or experience of when it is possible to start using core strategy policies when determining planning applications?

LDFs as material considerations

From my limited knowledge, the greatest weight is always given to those policies that have be tested via public consultation, even where these have yet to be scritinised by the pulic inquiry system. Even where the policy has been introduced as a supplementary to the exisitng LP, any subsequnet appeal by an applicant has always stood a better chance of being rejected by the inspector when the ploicy sighted has been through the consultation process and all views considered. In the case of your LDF and its core policies, they will carry very little weight in comparison to the exisiting LP policies until they have at least been thorugh an inital formal consultation process.
