Change of use of land applications.

The LPA has received two separate planning applications for change of use of agricultural land to new use classes such as B1, C1, C2, C3 and D1; the site areas are in excess of 2.5 hectares each. For each application, a basic change of use fee of £335 has been paid and completed application forms, design and access statement and red line site plan submitted. No other detailed information has been submitted relating to the physical development of each site. Rightly or wrongly, the LPA has registered the applications. This level of information for a full, change of use application appears totally insufficient to determine the applications, and appears to undermine more recent procedural changes to outline applications which now require a greater level of detail in order to be registered. In this instance, has the LPA erred in registering the full applications on this basis? Secondly, under Regulation 4 of the 1988 Regulations, can the LPA now request further information from the applicant and if such details are not received, refuse to determine the application or refuse the application on the grounds of insufficient information?
