Developing Housing Trajectories

Please help.... When completing a housing trajectory it is good practise to use the PLAN, MONITOR, MANAGE approach. When calculating the MANAGE line this is done by: TOTAL STRATEGIC REQUIREMENT minus COMPLETIONS AND/OR PROJECTIONS IN PREVIOUS YEARS divided by YEARS REMAINING OF THE PLAN. If the TOTAL STRATEGIC REQUIREMENT is phased (i.e. it is not evenly distributed across the plan period) how can the MANAGED line be calculated without losing the phasing? Or will this even matter? In my situation the STRATEGIC REQUIREMENT is in four five year phases. First phase = 1700 dwellings; Second phase = 1100; Third phase = 469; Fourth Phase = 460

I would approach this by treating each phase as a plan period - 4 'plan periods' of five years each. This means that when shown in graph form the 'Annualised Strategic Requirement' line will, in your case, have four reducing levels and the 'Annualised Requirement' line that takes account of past and future conpletions will (hopefully) get to zero every 5 years. You might also want a second 'manage' line that considers the plan period without phasing - this would give a graph line that gradually reduces over the plan period. Hope that makes sense and is helpful.

My authority also has a phased housing requirement (600 pa for first 5 years (2006-11), then 700 pa (2011-16), then 723 pa (2016-21) and finally 623 pa (2021-26). To address the issue of how the authority could show its was meeting the phased target, we included a graph illustrating cumulative provision of housing against the phased target - the extract of this from the adopted Core Strategy (Jan 2010) is attached. The third page illustrates the manage diagram for the borough and the fourth one shows the cumulative provision. This approach was accepted through the examination of the Core Strategy.
