Agricultural Permitted Development - Is Planning Permission required for a

A client wants to reposition a track and access (off a private road) across a meadow which serves an adjoining stable block and grazing land, owned by a third party. Does this require planning permission? I am of the view it is covered under permited development as a minor operation Class A A (for gate) Class B B (means of access).

The Class B Section only relates to the point of accedes so if the track is operational development and is going across stable and grazing land which does not form an agricultural unit, it would require permission as there are no pd rights. If the access is off a private road not a classified road and would not be a danger this would not require planning permission The gate would be okay so long as it and any posts are under 2m high
