Listed Building Consent; changes to applications - DCMS consultation

What do my fellow planning professionals feel about this: http://www.culture.gov.uk/consultations/9236.aspx Does it take away from the public and accountable decision making process? Or a genuine attempt to speed up the consent regime? If you work in DM could you explain a certificate of lawful development for a listed building to a member of the public effectively? Could it help bring heritage to the forefront of decisions? Or does it make the process confusing to those not in the know? Comments, general discussion welcomed. From both the private and public sector.

I'm surprised that this hasn't generated more interest - perhaps it's an August thing. If you haven't got to grips with this I recommend that you do. I heard someone describing it as "the end of the closed shop", which may be an exaggeration but it probably does represent some kind of sign of things to come.
