Proposed time limit for making plannng decisions

Can somebody please clarify the government's intention regarding setting a time limit for planning decisions. I recall one year being the headline timescale, but does that include the period for determining an appeal, which means local authorities need to make decisions to refuse planning permission within, say, six months? And when is this measure proposed to be introduced? Thanks. Mike Gilbert

The brand name is "planning guarantee". I don't think I've seen anything since the Dear Chief letter last year: http://www.communities.gov.uk/documents/planningandbuilding/pdf/1956162.pdf I guess it will make another, more detailed appearance in the autumn ?
