CIL Self Build exemption evidence

We have our first self build exemption ready to provide us with the part 2 form and evidence but the person claiming has gotten stuck with the requirement to submit a Council Tax Certificate. Our Council Tax department hadn't heard of them for a start and a quick google search suggests these only seem to relate to a form of student discount.
Has anyone else had this issue? Have you just accepted a copy of their council tax bill or is there a certificate that our CT department isn't aware of?
I assume that it means the "Certificate of Occupation of Property" which is sent to the local authority by the owner/occupier when they move in to help the authority calculate the Council tax correctly.
I've just spoken to our council tax manager and he says that there is no such thing! I got the reference in my first post from the Cannock Chase website.

Just the answer I got too! Not really very helpful if the terminology isn't correct is it!
