Please can anyone advise what Databases/products/modules are being used or prepared - for the Community Infrastructure Levy. Advises on what you feel is required, what has worked and any pitfalls would be welcomed, as well as what systems to avoid!

At the Borough of Poole, we use IDOX Acolaid for the Planning Software which included the S106 obligations module. We have treated the implementation of CIL ( live since 1st January 2013 ) as just another type of obligation and therefore did not need to have any additional software requirements.We have spent a lot of time on the documents and letters requirements to try and cover most eventualities. The workflow process for CIL is pretty much the same as S106 for setting off triggers and dates and we will be adding to the workflow in the next couple of months now that the processes have settled down. I've little doubt that any suitable software package can be used for CIL monitoring as it's purely monitoring sums of money. However, I do have a concern with any software package that calculates CIL because by definition it would have to incorporate the relevant BCIS indices and, as I read the T&Cs for BCIS usage, that's not allowable. Does anyone have a view on the legal position of an end user (CA or otherwise) who does not have a BCIS subscription but uses software that may be infringing BCIS T&Cs?
