Steve Westlaw UK has a consolidated version. I don't think it is official but it says that it was done with permission from HM Stationery Office. Benny

Hi Benny, That's correct - the Encyclopedia of Planning Law and Practice (which is accessible via the Westlaw UK website) provides consolidated versions of planning legislation, including the CIL Regulations 2010. As far as I'm aware, these organisations and my website are the only organisations that provide consolidated versions of planning secondary legislation, although I'd be very interested if anyone knows any other organisations that do the same. For info, the legislation on the government website www.legislation.gov.uk is subject to the following "Open Government Licence": http://www.nationalarchives.gov.uk/doc/open-government-licence/ The above licence allows people to adapt the legislation, and to sell it commercially, which means that in theory anyone could produce and sell consolidated versions of legislation. However, in practice, it's a very time-consuming process, and very easy to make mistakes, particularly in terms of being able to identify all of the amendment SIs that apply to particular piece of legislation. As an illustration of the above, the following page on the Planning Portal website currently provides a list of 19 amendment SIs that apply to the GPDO 1995. However, this list includes 2 SIs that do not amend the GPDO 1995, and omits 12 SIs that do amend the GPDO 1995. The fact that a website delivered by the government (i.e. by DCLG) is unable to identify all of the relevant government legislation illustrates how difficult, if not impossible, this would be for an ordinary member of the public. The obvious solution to all of the above would be for the government to produce consolidated versions of secondary legislation, and then to update them as soon as each amendment SI is published. In my mind, it's clear that this would significantly improve the efficiency of the planning system (and other areas of law), and that the overall money saved would be many times the overall money spent. However, the current system, where everyone either has to pay for consolidated legislation or risk making mistakes, has been around for many years, and unfortunately doesn't appear likely to change any time soon.
