Reg 64a Notice of Chargeable Development and Liability Notice

I am in the process of serving Form 5: Notice of Chageable Development on a landowner for a CIL liable development as I think development has commenced. Whilst Reg 64a is clear that a Liability Notice should be served with Form 5 if the development has commenced when should the Demand Notice be issued? The Regs are not clear on this but my inclination is to serve this now as that is what is implied under Regs 69 and 71? Thanks.

Would agree with you because logic suggests that step that required to take should be complied with now. Cannot think of reason to delay unless may be further information to come which could result in revised demand notice if serve now. Will also start the time for appeal (reg 118) and probably that is a plus.
