Neighbourhood Plans and the Adopted Policies Map (formerly known as the Pro

Hi Not sure if this issue has been picked up yet, but having gone through the Localsim Act and Neighbourhood Planning Regs, I cant find any requirement for changes to the Policies Map to be published alongside the Neighbourhood Plan at any stage. It is still a requirement for Local Plans in the 2012 Regs to publish such changes as the plan is prepared (such as at Submission (Reg 22(1)(b)). Reg 9 also confirms that the Adopted Policies Map should illustrate the policies of the Development Plan so it should cover Neighbourhood Plans as well. This begs the question, how can the Adopted Policies Map be changed through the Neighbourhood Plan process if the Neighbourhood Plan contains, for example, site allocations? To add to this, the NPPF refers to the allocation of sites in Local Plans, but not for Neighbourhood Plans. Any one got any ideas? (Just to say I'm not at the stage yet where this is an issue, just trying advise local communities on what the differences between Neighbourhood Plans and Local Plans are in terms of process)

Hi Craig, Did you ever get to the bottom of this? Solihull MBC may be in a similar position re: potential site allocations coming through Neighbourhood Plans. I'm currently looking into how this would impact on the Local Plan and also, therefore, the Proposals Map. Matters are a little more complicated here though as our submitted Local Plan includes site allocations. This has also led to the question, can a Neighbourhood Plan change site allocations in a Local Plan? Our advice so far has been no but I'd welcome your thoughts! Kind regards, Sarah

Unfortunately not, and I'm not longer working on Neighbourhood Planning as I have changed jobs. However, it may be worth contacting South Oxfordshire District Council where the Thame Neighbourhood Plan has been Made/Adopted as this Plan did allocate sites so they should've come up with an approach on this. I'm sure you wont be the only Council facing this issue. In relation to your other question, I would've thought they can provided they meet the basic conditions such as the allocation in question being non-strategic in nature (my NP knowledge is not as up to date as it was so I would suggest checking the Regs). There would still be the process issue though as to how you could formally change the allocation given the issue highlighted above.
