Richard, I think it was the set of papers know as Development Control Policy Notes (DCPN). I recall using them in my early days in planning. They addressed a range of issues that where picked up by the PPG. I do recall them defining infilling and talking about rural development. To be sure, if you can get hold off a copy of the 1992 version of PPG7 then it should say in it what it replaced. Regards Steve Cornwell

Before the PPGs came out there were Department of the Environment Circulars (DOE) and 24/73 dealt with agricultural dwellings, 75/76 Development of Agricultural land etc. They started in 1971, and before that there were Ministry of Housing and Local Government Circulars and Information notes, and I have seen reference to 45/68 Development of Agricultural Purposes, though I haven't seen the document. With the numbering, the first part was the number issued that year and the second part was the year.

They are obviously very much pre internet and PDFs etc, but I'll try and remember when I am next in the office to scan in what I have for you.
