Mains services planning permission? - Public forum - Planning Advisory Service (PAS)

My understanding was that the provision of underground services, for the supply of water, electricity, drainage, gas, etc, does not require planning permission. MY LPA think otherwise. The services for electric alreayd cross the owners land and they merely want to take a supply from their and supply their own land from the mains supplier. Does that require PP and if not, could someone be so good as to show the relevant regulation Many thx :)
