I have a Housing association that are claiming that demolition isn't commencement. Basically they started demolishing on the same date the decision was made on the claim.
They failed to submit a commencement notice until almost 4 weeks after that date despite reminders prior to that and this was only due to a complaint about the demolition work that we knew they had started.
I have removed the relief and surcharged they about £2K altogether.
Is demolition commencement? Any ideas, as they have submitted a review.
