For retrospective applications where CIL becomes payable immediately on grant of pp, could you advise if you add surcharges for no comm notice and no assumption of liability rec'd?

Yes we apply surcahrges for both for retrospective applications. They also loose the option of any instalment schedule and become due immediatley, with Late payment Interest being applied too. We would also add the 1/6/12 month surcahrges if things go that far.
