5 Year Land Supply and HMO's

Just a quick email to get views on if other Council's are counting C4 HMO's (House of Multiple Occupation) as part of their housing completions/commitments for the purposes of 5 year land supply. Also if you are counting them be good to understand how are you doing this (e.g. 1 HMO equals 1 dwelling?)

To date our Council has not been including them as part of our completions or commitments, just monitoring 'pure' C3 dwellings - but we are starting to get a few more large HMO's coming through the system now, so wanted to gauge what other Council's are doing.

Also happy to have any views of C2 use class (residential institutions). Again we have been excluding them on the basis that through our SHMA we have a registered care bedspace per per annum requirement separate from our 'normal' C3 use housing requirement. But I note the new draft housing delivery test and draft NPPG mention that they can be counted against the housing requirement.....so also interested to hear peoples thoughts on this!
