Neighbourhood Forums actively promoting a yes vote at referendum

Hi All,

Does anyone know if Neighbourhood Forums are allowed to actively promote a yes vote at referendum? I know there are restrictions on Parish Councils doing this, but it is unclear whether Neighbourhood Forums fall within these.

Any views would be gratefully received.
