Neighbourhood Development Plans - Public forum - Planning Advisory Service (PAS)

What are people's views please on when a NDP becomes part of the Development Plan?. Is it after a majority yes vote at referendum or when the NDP is adopted/made by full Council?. There seems to be a conflict between what the new NPPF says and what the Neighbourhood Planning Act 2017 section 3 says. This is important in many ways in interpretation for example at what point can a parish Council obtain a CIL contribution presumably it is after the full Council decision? ....
