Privatisation of the processing of planning applications

No thread so far so I'm starting one.

No doubt you will have heard about this via Planning Resource or some other outlet or probably your colleagues.  It seems we have moved on from occasional Ministerial utterings about privatisation to actually tabling an amendment to the Planning and Housing Bill (yikes).

I have written a short request to the RTPI (as a member) as to whether it is going to make representations/comments, media statements or anything else in relation to this. 

What I'm concerned about is the detail (or lack thereof) about what this would involve (even at the proposed 'pilot' stage).  Can anyone point me to any other sources of information?  With Brandon Lewis making statements like "That will lead to a more efficient and effective planning system ..." one wonders what evidence he has to support this view (ahem).  Nice of him to ask the planners (whatever sector).

More info emerging.  See pages 114-120.  Yes, that's all of six pages of analysis so far.

It all seems to be about speed of service so far rather than negotiating improvements to schemes for the benefit of the other customers (i.e. the general population).  Any LPA can (and has) played that game.

Rather thin on detail once again!  Seems to seriously underestimate the complexities that can arise in the job.  Makes DM planning sound like a sausage factory.

I agree that there is a lot of sorting out and trialling that will need to be done before this goes ahead - and at least there is reassurance form the governmnet that they realise this too in so fara s they are proposing pilots before going ahead with this.

 

I see the main issues in trying to define the role of an alternative provider when it comes to negotiation  on behalf of the  council;        there is almost always some degree of balanced judgement required in development management -  especially negotiating s106, but equally where there may be competing policy outcomes. This is exactly how DM differs from Building control, which the con doc cites as the model they have in mind. How does the outsider make these judgements on behalf of the council?  From an applicant perspective I wonder how comfortable I would be about whether an alternative provider is able to provide the certainty that I crave?  How close are the alternative providers going to be able to get to understand the influences on the member decision makers?

Any news on testing competition in the processing of planning applications?  The recent Gov response here https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/589744/Summary_of_responses_to_the_technical_planning_consultation.pdf  is very brief and just indicates pilots will happen, but no timescales though.  Regards, John

No news on this at the moment. 

We're doing some roadshows at the moment and when alternative providers comes up in Q&A  DCLG officials have nothing more to say.
