Variation from an outline permission - Public forum - Planning Advisory Service (PAS)

I'm dusting down my DM knowledge.

Outline pp granted for a 6 storey building.

Reserved matters applications coming in, and seek to change it (introduction of a basement). This wasn't proposed as part of the outline. How much lee-way is there for the reserved matters to change the outline?
