CIL & Part Final Certificates (Self Build Exemption)

We have received several 'Part' Final Certificates (from Approved Inspectors) for new dwellings that were granted CIL Self-Build Exemption.  In all cases, the Part Finals say that the house has been completed but external works (i.e. driveway, disabled access to the property etc) are outstanding.  The CIL Regs refer to self-build evidence being submitted within 6 months of 'Final Certificates / Completion Certificates' being issued, so in terms of the requirement to submit the self-build evidence, should we await a 'FInal Final' Certificate for the trigger for the self-build evidence to be met?  I'm assuming that if they don't ever get a FInal Cert for the external works, they are only delaying the length of time in which they have to live at the property without being able to sell it and not pay the Levy?

The type of certificates you can accept are defined in the CIL Regs under "compliance certificate" at the start, so I'd say if you've received either of those then the clock starts ticking regardless of how advanced the works are
