s106 routing agreement

As a member of a residents group with rule 6 party status at an appeal objecting against a developement . Do we have a say in any s106 agreements? The appellant has presented a traffic routing agreement which benefits them in relation to objections from neighbouring villages. This has now been agreed by the Local Council but as residents we cannot see the need. The Authority will have difficulty monitoring the situation as the developer has suggested that they will travel from any direction when deliveries are from close proximity to the site (without determining what close proximity is). As the suggested route will mean some deliveries will have go out of their way to follow it, the residents believe that fuel prices will ultimately mean the driver will take the shortest route. It doesn't seem feasilble to commit to a s106 in this case . Your thoughts would be appreciated
