Regulation 53 (4) - Social Housing Relief from CIL

Is anyone out there concerned at all about the practicalities of monitoring the giving of social housing relief from CIL? In particular, is anyone troubled by the possibility of social housing becoming non-social housing, and therefore by the practicalities of clawing back the relief given? How could social housing relief be clawed back if, for example, the 'relevant person' who has benefitted from the social housing relief is a company that subsequently goes bankrupt?

Perhaps the 'Recovery of CIL' and 'Other Enforcement' provisions in the Regulations (Chapters 3 and 4) kick in in the event of bankruptcy?
