Previously used as a single dwellinghouse

Exemption from CIL: “(d)the change of use of any building previously used as a single dwellinghouse to use as two or more separate dwellinghouses.” Does this mean that the building's last use has to be for a single dwelling, or just that it has been used (lawfully) as a single dwellng at some point? I have a case where the property was a single dwelling, but has been arranged as 4 flats unlawfully (no. of years unknown) - with a planning application received to convert to 3 flats. I am not sure whether it is exempt or not - anyone come across this issue already? Thanks
