Difference between "qualifying body" and "relevant body"

We are a city with no parish councils so all neighbourhood plans have to be prepared through neighbourhood forums. The Localism Act has introduced 2 new terms - "relevant body" (now included in s61(G) of T&CP Act 1990) and "qualifying body" (now s38A (12) of the T&CP Act 1990. Can anyone explain to me the difference, particularly what term I use when designating the X Neighbourhood Forum as a WHAT BODY? for the purposes of neighbourhood planning in X neighbourhood area.

My understanding is that once a Forum (and Area) are formally designated the group becomes a 'Qualifying Body'. I had the same query when going through the regs and this is the note I made: Qualifying Body (e.g. 61E(6) of T&CP 1990 Act): Parish Council or a designated Neighbourhood Forum. (This term applies once a Neighbourhood Area/Forum has been approved) Relevant Body (61G(2) of T&CP 1990 Act): Parish Council or a body applying to be a Neighbourhood Forum. (This term applies prior to a Neighbourhood Area being approved?)
