Definitions for Local Plan, Development Plan, DPD etc
We are going through our Core Strategy following examination hearings trying to update references to LDF to Local Plan,, DPD to Local Plan Documents etc and have been struggling to locate all the relevant definitions to check which are still relevant / appropriate and the current definitions. Should we still be referring to some as DPDs and others as LPDs? Has anyone else gone through this already that could flag up where to look. Found some of them in the Regs.

My understanding is that Local Plan refers both to the totality of planning policy documents and to individual DPDs but not to SPDs. Neighbourhood Plans are not LPDs in that they have to meet different statutory and regulatory tests but are part of the Local Plan once adopted. Not sure where Minerals and Waste fits in. The most logical system I can think of is to refer to rebrand DPDs as follows; XXXX Local Plan - Core Strategy XXXX Local Plan - Land Allocations XXXX Local Plan - Saved Policies of the 199X Local Plan XXXX Local Plan - XXXXX Neighbourhood Plan Incidentally we've just submitted a Land Allocations DPD and the advice from the Inspectorate was not to change any document titles at this stage.
To further add to the confusion and contrary to South Lakeland's experience: The Joint Merseyside and Halton Waste DPD was submitted on 17th Feb (pre NPPF and Local Planning Regs). Post NPPF, the advice from the Inspector was that it should be referred to as the Joint Merseyside and Halton Waste Local Plan (or Waste Local Plan for short). Throughout the recent hearing sessions it was referred to as a Local Plan. Seems like the Inspectorate haven't quite decided how to apply the new terminology either!
Just to add further to the confusion for all parties. At a recent Melton Mowbary workshop for East Midlands Council, Steve Quartermain said, not for the first time in my company,'it's your plan, call it what you like'. Seems like an unnecessary distraction to spend too much or even any time worrying what the right title for a document should be. What's wrong with local plan containing a list of annexes? For me there was nothing more frustrating than being reminded that the original adopted Local Plan plus the allocation maps, we're not the start and finish of the documents to be referred to. The officers remember what all the associated documents are, but as a member and not having any reference to it it in the original documents means it's easy to forget that something like an SPD, SPG etc is sitting forgotten on my shelf.
