When can DM start attaching weight to emerging Local Plan policies?

Hi, We are in the process of developing our New Local Plan ( about to go out for our pre-submission consultation with the hope of submitting the plan for examination early next year). I'm getting a few DM officers starting ask when they can start attaching weight to emerging Local Plan policies and refering to them in Decision Notices. Can anyone help on this matter? Graeme, See para 216 of the Framework. The key issue for decision-taking and emerging policies is the extent to which there are unresolved objections to the relevant policies. In recent appeals I have been involved with the inspectorate places very little weight on emerging policies unless the policies have been tested. Regards,
