On or Nearby? New business in greenbelt - Public forum - Planning Advisory Service (PAS)

Hi, Application for a new business in greenbelt. Policy states the applicant must live on or nearby the site for the business to be adequately supervised day and night. There is no accomodation on site. What distance is considered 'on or nearby' in your experience? Thanks
