Charging for EIA screening & scoping
Hello, does anyone know of any local authorities that charge for EIA screening and/or scoping opinions?
Don't know of anyone who does, thought it was a stat. requirement, but interested in other opinions.
Charging for EIA scoping is one of the other sorts of applications that we hope the Government will allow LAs to charge for in the new regs. We don't know whether its going to be possible until we see the regs - but have made provision for the possibility with P code P01570

Like Philip Skill my understanding is also that giving screening/scoping opinions is a stat. requirement therefore can't be subject to a pre-app charge. But when local fee-seeting for applications finally arrives there would be justification for charging more for applications with EIAs in recogition of the extra time spent both pre and during the consideration of the appln.
