<p>I would consider myself to be an experienced CIL Officer and fairly
confident in all things CIL related.</p>
<p>However, I am currently being challenged by a solicitor about the
charging schedule and index rate being used to calculate CIL where
developments obtain planning permission via Outline and Reserved
Matters applications.</p>
<p>What index rate is everyone using to calculate the CIL liability when
Reserved Matters are approved please? The rate in place when OA
approved or the rate in place when RM approved?</p>
<p>Also, if anyone can point me in the direction of any guidance on this
matter I would greatly appreciate it.</p>
<p>I'm starting to doubt my sanity as I am being sucked down the CIL
rabbit hole.............!</p>
