    <summary type="html">&lt;p&gt;Good morning all,&lt;/p&gt;

&lt;p&gt;I would be grateful for some information on how you are dealing with zero rated CIL charging zones.&lt;/p&gt;

&lt;p&gt;We have an area that is zero rated for CIL and I am increasingly finding that developers are just ignoring the CIL process for development in this area.&lt;/p&gt;

&lt;p&gt;I tend to feel that if you are building dwellings in a zero rated charging zone you should still complete the CIL paperwork as the development is CIL liable, it is just that the charge is zero.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;How do you people deal with this?&lt;/p&gt;

&lt;p&gt;If the CIL process is competely ignored in the zero rated charging zone can we apply surcharges for failure to assume liability, failure to submit a Commencement Notice etc. or am I being too harsh. I just don't like being ignored!&lt;/p&gt;

&lt;p&gt;All experiences and suggestions welcomed :)&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;/p&gt;
