    <summary type="html">&lt;p&gt;I'm conducting a bench marking excerise regarding the above topic. I need to know if each council has a specific policy, highways or planning relating to oversailing the public highway. If so are there tests or a criteria which needs to be met, before issuing a license is considered?&lt;/p&gt;

&lt;p&gt;if you charge a fee, what that fee is based on ie, a set price or sliding scale?&lt;/p&gt;

&lt;p&gt;This bench marking will be held over the next 2 weeks and all feedback would be greatful.&lt;/p&gt;
