I need to know if each council has a specific policy, highways or planning relating to oversailing the public highway. If so are there tests or a criteria which needs to be met, before issuing a license is considered?</p>
<p>if you charge a fee, what that fee is based on ie, a set price or sliding scale?</p>
<p>This bench marking will be held over the next 2 weeks and all feedback would be greatful.</p>
