I am revisiting the work we record dwelling plots on residential gardens. Do you count garages and outbuildings on residential gardens as non-previously developed land? </p>
<p>Examples:-</p>
<p>(1) build a new dwelling on residential garden = this is not on PDL as reflected in the NPPF definition and thus its a garden land (and greenfield) plot.</p>
<p>(2) demolish a garage / outbuilding on residential garden for a new dwelling = is this PDL or do we treat the same as (1)? In the past we have been treating them as non-PDL.</p>
<p>(3) convert a garage / outbuilding on residential garden to a new dwelling = do we treat this the same as (2)?</p>
