<p>Has anyone implemented a scheme of delegation that refers decisions to parishes ? I've seen a reference to taunton deane but that was a long time ago and I can't navigate the website to find anything relevant. </p>
<p>I have a feeling that it can't officially be done, although in places it gets very close to delegation in practice. </p>
