    <summary type="html">&lt;p&gt;I appreciate that Councils are obliged to keep registers of those
  interested in self build plots and have regard to this category but I
  am wondering whether and how they monitor implementation of
  developments.  Does anyone forensically examine whether the initial
  owner of the home will have primary input into its final design and layout? &lt;/p&gt;</summary>
