<p>A neighbour has used a "Householder application to gain permission to "extend" his bungalow.</p>
<p>The roof is to be raised and two additional habitable floors added.</p>
<p>It is very likely that little of the original building will remain before "reerection" commences.</p>
<p>My questions to this group are as follows.</p>
<p>1) How much of the bungalow must remain upright before an "extension" is considered to be the "erection of a new building" ?</p>
<p>2) If a new building is intended, is it appropriate to have used a "Householder application". Should not a "full application" have been used?</p>
<p>3) if the bungalow is levelled, would this be an enforcement matter and if not why not ?</p>
