    <summary type="html">&lt;p&gt;Hi everyone. Our minor applications team at Newcastle City Council
  are currently debating whether zinc on the face and sides of a dormer
  window would be sufficiently similar in appearance to a slate tiled
  roof to count as permitted development under Class B. We'd really
  appreciate some input, as we have found past appeal decisions to be
  inconclusive. An applicant has drawn our attention to a dormer which
  has been built nearby without permission, and which has not received
  any enforcement action - photo attached. The colour is very similar,
  so would you say this is 'similar'?&lt;/p&gt;</summary>
