    <summary type="html">&lt;p&gt;The Government has heralded these changes as helping the High Street
  and Town Centres but nowhere in the regs does it refer to defined Town
  Centres, as far as I can see this will apply across all areas in
  England. If my interpretation of the new Class E is correct a large B1
  shed on an industrial estate could change to a supermarket without
  planning permission. Also when the regs talk of the &amp;quot;material
  period&amp;quot; being 1/9/20 to 31/7/21 - is that a temp permission
  granted by the regs for only that timescale or could a change effected
  by these regs continue to be extant beyond July 2021 if implemented in
  the &amp;quot;material period&amp;quot;. I know we're waiting for the PPG
  update but anyone have any initial thoughts please?&lt;/p&gt;
