    <summary type="html">&lt;p&gt;Hi,&lt;/p&gt;
&lt;p&gt;I have a scenario where planning permission has been granted for a
  CIL liable development of which the levy has been paid. However,
  planning enforcement have been out on site and have discovered that
  since payment of CIL building works have continued, but not to the
  submitted plans. The building (block of flats) is now larger in size
  which means CIL is due for the additional GIA.&lt;/p&gt;
&lt;p&gt;The applicants have been informed that a new planning application has
  to be submitted to regularise the additional works that have taken
  place but they do not want to do this.&lt;/p&gt;
&lt;p&gt;Our enforcement team are considering issuing an enforcement notice,
  if the applicant went to appeal and lost we would be able to insist on
  the planning application, however, if enforcement action isn't taken
  and a new planning application isn't submitted is there anything I can
  do re trying to get the levy paid for the additional GIA?&lt;/p&gt;</summary>
