    <summary type="html">&lt;p&gt; The wording of the second para under the &lt;strong&gt;&lt;em&gt;“how can rates be set by type of use?”&lt;/em&gt;&lt;/strong&gt; heading seems to be suggesting that CIL rates can be set to further a&amp;nbsp; policy objective. If that is the intention then it is a move away from a fundamental principle of CIL.&lt;/p&gt;</summary>
